Government ManagementAbstract: The paper evaluates the effectiveness of recent initiatives introduced by the Royal Thai Government proliferate Broadband services in Thailand. With globalization, the society is constantly changing resulting by information technology and Internet access to play an important role in communication, social, political, economic or even environmental. Because of the rapid-technological advancement, it causes that many countries moving up their focus on developing infrastructure to enhance the information technology and innovation. The data transmission not only text messages but also pictures such as VDO conference is important to make use of information technology is faster and more efficient. The perception is very convenient and fast and hence requires a good core broadband infrastructure. The role of Information and Communication Technology infrastructure (ICT infrastructure) enables leaders on governments’ decision based on the real time and reliable information. Of course, the government leaders in many countries realized that the quality and performance on ICT infrastructure would directly affect developing countries. In order to monitor the countries in the crisis situation, the stable and qualified network is required which the government called as S-M-A-R-T network.
Under ICT2020 Policy Framework and Broadband Policy, Ministry of ICT accelerates connected S-M-A-R-T network to develop ICT infrastructure in Thailand recently. On another hand, Thailand economy is also important mechanism for strengthening competitiveness. The new business opportunities with many other countries have defined a policy and planning in developing Broadband seriously and continuously. In this paper, the study identifies the policies and plans of development and building broadband infrastructure of the leaders in the development of broadband top of the world, including Japan, South Korea, Singapore, The United States, Australia and Sweden, a country that have a clear policy and plan development. The projects initiated and measures taken by the Government of Thailand in the broadband sector have been studied. The information has been gathered by interacting with the executive officers of the National Broadcasting and Telecommunications Commission (NBTC), Ministry of Information Communication and Technology, Thailand, from interviewing the officers of government departments: Ministry of Education (MOE), Ministry of Public Health (MOH) and etc.
In fact, there are many countries deploying their National ICT including broadband policy framework and Thailand would learn from them. Although business and social environment of those countries are difference, but some can be applied to align with the Thai’s current situation. Sharing common vision about national broadband roadmap and related development to fulfill the realistic National ICT policy are needed from key stakeholders such as a Ministry, a telecom regulator, and organizations that are in charge of economic development.
Finally, success in qualified National ICT policy implementation, the government needs to impose precedence in network infrastructure and relating parts as priority to ensure that the plan can be transformed to action plan effectively. In this study, the researcher also found that providing the obvious network infrastructure plan and implementation would influence further developments in ICT related activities such as IT security, business applications, increasing of Internet penetration rate as well as technology adoption in real sectors in the country.
In conclusion, the desirable strategy and plan should be taken by key stakeholders (as mentioned in this study) to meet with “Government Management”. It means that the government has to keep monitoring and evaluating it seriously. With this study, the researcher found that not only technological adoption, but also a result of compliance the prior plan and then release to achieve consistently is a major success of plan implementation. Like Japan and Korea, they are superior examples for Thailand to improve and develop their government managing system.

Long-Term CapacityAbstract: At present, the competition in automotive industry is highly competitive, plus, most of SMEs cannot survive by merely relying on their source of production. Hence, using contractor is considered an effective strategy for handling the competition. Therefore, we created a questionnaire researching on our target group, which included individuals involving in automotive parts industry. This is to study 1) factors that influence decision-making of SME entrepreneurs and executives to change their current manufacturing system to Flexible Automation System (FAS) by using outsourcing, as well as, 2) logics and aspects of entrepreneurs and executives who propose the idea of changing the current system to FAS to procure and create a model of FAS Maturity. We found that executives whom proceeded the process all by themselves required higher capital and they also had confidence that they could handle the changing of products easily and rapidly. Moreover, the integration in cost unit was also low. On the other hand, if they used outsourcing, no capital was needed. However, it was in exchange for a long period of planning and if there were any changes, they had to not affect overall supply chain of the contractor. Plus, the cost unit of this way was higher than the other mentioned. At the same time, we discovered that investment factors of entrepreneurs in the target group were in high level. When considering topic by topic, it showed that the main point was to recognize manufacturing policy that the government would support SMEs in any kinds of investment. For example, the industry policy of Thailand 4.0 and the S Curve direction have both direct and indirect effects on executives’ decision-making in seeking manufacturing involving FAS and it is found that government support have a direct effect in positive to long-term capacity and the statistical significance is at the level of 0.01 and path coefficient has the highest value at 0.785. For problems in this research, we surveyed the target group in the supply chain of automotive parts industry. The significant finding illustrated that factors that mostly affect entrepreneurs’ decision-making are competitive factors in quality, price, durability and quantity or flexibility of flexible automation system. However, an external factor that matters is Thailand’s 20-year strategy, which mentioned that the government will support automotive industry
As a result, this research found that executives should have standards to manage internal issues, such as improvement processes, before relying on any external factors. Thus, they can succeed in making a decision whether they need Flexible Automation System procurement outsourcing.

The research employs Data Envelopment Analysis to measure the relative efficiency including technical efficiency, pure technical efficiency, scale efficiency and Malmquist index of eleven regions(local governments) of Jiangxi province from 2014 to 2019.
Analysis of this research shows that public expenditure efficiency of different regions in Jiangxi Province is different, therefore, those inefficiency regions need to place more emphasis on the efficiency of public expenditure, and gradually establish an efficiency-based mechanism, in order to make limited financial resources play a greater role in the process of NUP.Curricular : BBA/GE/MBA/PhDM Record link: http://libsearch.siu.ac.th/siu/opac_css/index.php?lvl=notice_display&id=28438 SIU Thesis. in Journal of Pediatric Nursing > Vol.37 No.6 (Nov-Dec) 2017 [03/29/2018] . - p.62-69Keywords: Type 1 diabetes, Health technology, Health policy, Government, Diabetes nurse educator. Abstract: Theoretical Principles
Type 1 diabetes health technologies are evolving. This is an expensive chronic condition to manage, hence a combination of public and private healthcare funding sources, as well as out-of-pocket payments support disease management. The aim of this paper is to describe two conceptual underpinnings, which can appropriately position the health policy and clinical context of pediatric type 1 diabetes management and care.
Phenomena Addressed
“The Main Determinants of Health” framework is used to position pediatric T1D management and care within the model's four interconnected layers: the structural environment, social and material conditions, support systems and individual health behaviors. A health policy in Ontario, Canada, the Assistive Devices Program for insulin pump therapy is also discussed relative to the model's outermost layer: the structural environment. Four dimensions of control, which characterize the “street-level bureaucrat” role including “distributing benefits and sanctions; structuring the context; teaching the client role; and, psychological benefits and sanctions” then position the policy context of the diabetes nurse educator role relative to the Assistive Devices Program policy.
Research Linkages
These conceptual underpinnings could extend beyond the pediatric T1D landscape to position global research in other nursing practice areas, as well as with other patient populations and professional disciplines such as social work and medicine.Link for e-copy: http://www.journals.elsevier.com/journal-of-pediatric-nursing/ Record link: http://libsearch.siu.ac.th/siu/opac_css/index.php?lvl=notice_display&id=27625 [article] Intersecting Health Policy and the Social Determinants of Health in Pediatric : Type 1 Diabetes Management and Care [printed text] / Visekruna, Sanja, Author ; McGillis Hall, Linda, Author ; Parry, Monica, Author ; Spalding, Karen, Author . - 2018 . - p.62-69.
