| Abstract: | A way to improve English language teaching is an investigation of the students’ English language problems and learning strategies. This study therefore investigated this issue. This was a case study employing a survey design and using Rebecca Oxford (1990) Strategy Inventory for Language Learning (SILL) and Rubin, J., & Thompson, I. (1994) as instruments for data collection from 104 high school students in Lampang Province. The results of this study revealed that the most serious English problem reported by this group of students was writing skills. Major problems regarding to writing included the following: unable to write an essay within limited time, unable to write an academic paper in English, unable to perfectly use grammatical rules in writing any papers, and unable develop a suitable structure for the content. Other problems were sociocultural on second language learning skills, and barriers to intercultural communication and reading skills respectively. This study is a puzzle to the whole picture.
