Public Sector Management Quality Awards (PMQA)Abstract: Nowadays, Public Sector Management Quality Awards (PMQA) was installed in Royal Thai Air Force to develop the force for sustainable results and spend time to drive strategies for developing system. Also, the leadership is the key factor for which may need to improve for organization change. Accordingly, this study, the researcher used the leadership style and Public Sector Management Quality Awards application in Royal Thai Air Force as a case study to identify level of air force leadership and PMQA success. Both quantitative and qualitative study techniques were used to collected data. There were 369 well-completed answers returned from 415 questionnaires were sent to all participants in the RTAF. Various techniques of SPSS program such as frequency, percentage and standard deviation were employed in analyzing data. The result was statistically proved that the transformational leadership of officers in all aspects at the high level. The transactional leadership was high in contingent reward while in the aspect of management-by-exception both passive and active were at middle level. Moreover laissez-faire leadership was also at middle level. At the same time, the result of the level of implementing success of Public Sector Management Quality Award in RTAF was at high level in all aspects while it was moderate level in operation result aspect. This paper explore the nature of leadership in The Royal Thai Airforce to gain some fundamental information which may be useful in a long term planning. Relevant theories of leadership are reviewed. There major types of leadership styles are considers: transformation transaction and laissez-faire. 30 commanders with rank equal or higher than squadron leader with expereince in RTAF at least 10 years were selecetd for a questionnaire survey. the majority leadership characters found is transformation leadership characters (X = 3.99 out of 5) follows by Laissez-Faire (3.67)transaction (3.44) All the transformational leadership characters posses high score Idealized behavior (3.94) inspirational motivation (3.93) Intellectual stimulation (3.89) and individual consideration (4.21) show higher score while active management by exception gains only moderate score (3.35) and so are passive management by exception (2.99).
Laissez-Faire leadership shows also a high score (3.67). At this stage of investigation the reasons for the exiting distribution of leadership characters in RTAF and how the planned distribution should be are unknows and need further investigation.
