ThailandAbstract: The Chinese government has been extending its influence through a variety of means in its current going out policy. Both hard and soft power systems have been deployed and prominent among the latter are the Confucius Institutes that have been opened in many countries around the world. These institutes are similar to the British Council or Goethe Institut in that they combine opportunities to learn the relevant language from native speakers with programmes to promote home country culture and different forms of interaction that people can have with it.
However, Confucius Institutes have attracted criticism in some countries because of the unwillingness of staff members to acknowledge issues relating to censorship and human rights in China, as well as because of specific historical incidents that have caused tension. In addition, questions have been raised about the quality of teaching and management at some institutes.
This research outlines the findings of a qualitative research project investigating the management of Confucius Institutes in Thailand. Interviewing took place in part during a period of strengthening Sino-Thai relations resulting from political and commercial reasons and a more prominent role for Chinese corporations in the Thai economy.
The study seeks to analyze the details behind the establishment of Confucius Institutes, their organizational mechanism, and their activities. The focus investigation in case of Thailand, with the aid of secondary desk research and primary qualitative research, aims to identify the reasons for this distinctive pattern and the international relationship it has with success of the project in strategic and operational terms from an organizational perspective.
