Telecom Billing SystemsAbstract: It is our assertion that characteristic properties of Telecommunications Billing Systems (TBS) cause several distinct problems for telecom industry, while magnifying those of a more “traditional nature”. Their intrinsic complexity and platform limitations, combined with project management shortfalls and limited implementation capabilities (relatively few TBS are deployed each year) mean that incidents of failure are high. Understanding the determinants of success would help telecom companies to leverage and control such factors, and thereby reduce incidents of TBS implementation failures. This study therefore has two objectives: first to empirically validate an established conceptual model for IS success (developed by Delone & Mclean) in a TBS context; specifically, we applied Structural Equation Modelling (SEM) techniques to validate the model using data obtained from key informants from several telecom service providers. We then prioritize our technical findings from the study, with a view to more targeted use of billing and revenue resources.
The findings show that 6 dimensions of Delone & Mclean Information System Success (D&M) model can be applied for TBS measurement while 7 out of 9 inter-relationship have significantly to each other. Moreover, the results show that user satisfaction and service quality are key contributors to the TBS success for organization benefit view.
