[LCSH]Telecommunication -- communityClass number: SIU THE: SOM-MSM-2014-01 Abstract: Information and Communication Technology (ICT) is a proven and effective tool to promote social and human development in many local communities and remote regions.
ICT are a means of communication with members of the community that have left in search of a better life in term of Social and Economic development in the cities or even in the countries. For some indigenous people, these technologies are the way to promote their culture in other places as well as to access information about related international or local culture promotion events that is happening around them. These technologies are seen as an effective way to start an innovative approach to the educational process and also to promote the protection of their rights. (ITU Connect a School, Connect a Community Toolkit: Model 3; Developing Community ICT Centers for Social and Economic Empowerment of Indigenous Peoples, Executive Summary, 2011) Thus, it is important to introduce ICT in these communities. Many countries have taken significant steps to introduce policies in supporting the rural access to ICT, and the integration of the advanced technologies within a larger national development objective within the past decade (Policy Principles and Toolkit Report, June 2011). To push those policies to complete its goals, a project among others called telecenters projects have been planned and implemented in many countries in all regions, including in Thailand. The example of telecenter project established that would be used as a case study in this thesis is the Chompluak sub-district known as the ICT Community Learning Centre.
The research objectives of this study are about development of ICT environment in Chompluak sub-district (especially the telecenter), and the community awareness and adoption of ICT in their daily life which also includes the use and their attitude towards ICT. Moreover, the researcher aims to investigate the progression of the telecenter administrative organization by in-depth interview of the managerial team at Chompluak administrative organization and interview people in community.
In addition, ICT equipment and applications used by the community were also studied such as the penetration of internet description per household since the telecenter have been established. At the end, this study is expected to formulize the relationship between the ICT penetration rate indicators (penetration of telephone line, cellular and internet) as a result from the MDGs - Promotion of partnerships of the development of theglobal community targeting on 8F: In cooperation with the private sector, make available the benefits of new technologies, especially information and communications.
The ICT telecenters seems to be like a bridge for connecting unconnected areas in a digital’s world. Nowadays, ICT continue to grow at an extraordinary pace and become a crucial tool among other tools for a policy-maker, regulators, private sectors, and nongovernment organizations (NGOs) to use in means of social and economic development of the country. However, all stakeholders with regard to such development should establish strong policy; clear rules and valuable guidance’s to community and most important of all to provide knowledge to people so that they can be aware of the benefits of ICT in term of services, applications, and technologies that can contribute greatly to their daily life.
