Abstract:	In order to sustain national power security to reduce greenhouse gas emissions and to minimaize over-dependency on natural gas nuclear power generation has been integrated in Thailan Power Development Plan [PDP] Several preparation activities of the first nuclear power plant [NPP] project are being carefully conducted and the final decision on the project will be made in the future. These thesis intents to fulfill some significant preparation processes of the first NPP project in Thailand by providing policy suggestion and recommendations.Firstly scenario planning is performed to foresight the possible future and the response policies and plans are thoroughly proposed. Three scenarios "Overwhelmomg natural gas" Pro-coal and Possible nuclear are proposed aiming for sustaining the power supply and environment maintaining economic competitveness and improving public understanding . The common actions in the scenarios are promoting energy efficiency and renewable power when fossil resource provision is the key to determine the future decision on the first NPP project in Thailand. Secondly the necessity of nuclear power will be disclosed by studying on power security and reliability impact management which compare power security and reliability impacts of each power generation option appear in the PDP.Thirdly the impact managements of the NPP project implementation in Thailand are identified purposing for improving the public understanding. In addition research on nuclear power regulation demonstrates the existing nuclear power regulatory body performed by the Office of Atoms for Peace (OAP) and the power regulator body played the role by The Energy Regulatory Commission (ERC) The redundancy tasks of both the regulatory bodies are identified and the solutions are proposed and the fund development approaches is studies based on international guidelines standards and practices Finally the decommissioning tariff structure and funding scheme are developed and proposed.
