Government ManagementAbstract: The paper evaluates the effectiveness of recent initiatives introduced by the Royal Thai Government proliferate Broadband services in Thailand. With globalization, the society is constantly changing resulting by information technology and Internet access to play an important role in communication, social, political, economic or even environmental. Because of the rapid-technological advancement, it causes that many countries moving up their focus on developing infrastructure to enhance the information technology and innovation. The data transmission not only text messages but also pictures such as VDO conference is important to make use of information technology is faster and more efficient. The perception is very convenient and fast and hence requires a good core broadband infrastructure. The role of Information and Communication Technology infrastructure (ICT infrastructure) enables leaders on governments’ decision based on the real time and reliable information. Of course, the government leaders in many countries realized that the quality and performance on ICT infrastructure would directly affect developing countries. In order to monitor the countries in the crisis situation, the stable and qualified network is required which the government called as S-M-A-R-T network.
Under ICT2020 Policy Framework and Broadband Policy, Ministry of ICT accelerates connected S-M-A-R-T network to develop ICT infrastructure in Thailand recently. On another hand, Thailand economy is also important mechanism for strengthening competitiveness. The new business opportunities with many other countries have defined a policy and planning in developing Broadband seriously and continuously. In this paper, the study identifies the policies and plans of development and building broadband infrastructure of the leaders in the development of broadband top of the world, including Japan, South Korea, Singapore, The United States, Australia and Sweden, a country that have a clear policy and plan development. The projects initiated and measures taken by the Government of Thailand in the broadband sector have been studied. The information has been gathered by interacting with the executive officers of the National Broadcasting and Telecommunications Commission (NBTC), Ministry of Information Communication and Technology, Thailand, from interviewing the officers of government departments: Ministry of Education (MOE), Ministry of Public Health (MOH) and etc.
In fact, there are many countries deploying their National ICT including broadband policy framework and Thailand would learn from them. Although business and social environment of those countries are difference, but some can be applied to align with the Thai’s current situation. Sharing common vision about national broadband roadmap and related development to fulfill the realistic National ICT policy are needed from key stakeholders such as a Ministry, a telecom regulator, and organizations that are in charge of economic development.
Finally, success in qualified National ICT policy implementation, the government needs to impose precedence in network infrastructure and relating parts as priority to ensure that the plan can be transformed to action plan effectively. In this study, the researcher also found that providing the obvious network infrastructure plan and implementation would influence further developments in ICT related activities such as IT security, business applications, increasing of Internet penetration rate as well as technology adoption in real sectors in the country.
In conclusion, the desirable strategy and plan should be taken by key stakeholders (as mentioned in this study) to meet with “Government Management”. Government ManagementAbstract: The paper evaluates the effectiveness of recent initiatives introduced by the Royal Thai Government proliferate Broadband services in Thailand. With globalization, the society is constantly changing resulting by information technology and Internet access to play an important role in communication, social, political, economic or even environmental. Because of the rapid-technological advancement, it causes that many countries moving up their focus on developing infrastructure to enhance the information technology and innovation. The data transmission not only text messages but also pictures such as VDO conference is important to make use of information technology is faster and more efficient. The perception is very convenient and fast and hence requires a good core broadband infrastructure. The role of Information and Communication Technology infrastructure (ICT infrastructure) enables leaders on governments’ decision based on the real time and reliable information. Of course, the government leaders in many countries realized that the quality and performance on ICT infrastructure would directly affect developing countries. In order to monitor the countries in the crisis situation, the stable and qualified network is required which the government called as S-M-A-R-T network.
Under ICT2020 Policy Framework and Broadband Policy, Ministry of ICT accelerates connected S-M-A-R-T network to develop ICT infrastructure in Thailand recently. On another hand, Thailand economy is also important mechanism for strengthening competitiveness. The new business opportunities with many other countries have defined a policy and planning in developing Broadband seriously and continuously. In this paper, the study identifies the policies and plans of development and building broadband infrastructure of the leaders in the development of broadband top of the world, including Japan, South Korea, Singapore, The United States, Australia and Sweden, a country that have a clear policy and plan development. The projects initiated and measures taken by the Government of Thailand in the broadband sector have been studied. The information has been gathered by interacting with the executive officers of the National Broadcasting and Telecommunications Commission (NBTC), Ministry of Information Communication and Technology, Thailand, from interviewing the officers of government departments: Ministry of Education (MOE), Ministry of Public Health (MOH) and etc.
In fact, there are many countries deploying their National ICT including broadband policy framework and Thailand would learn from them. Although business and social environment of those countries are difference, but some can be applied to align with the Thai’s current situation. Sharing common vision about national broadband roadmap and related development to fulfill the realistic National ICT policy are needed from key stakeholders such as a Ministry, a telecom regulator, and organizations that are in charge of economic development.
Finally, success in qualified National ICT policy implementation, the government needs to impose precedence in network infrastructure and relating parts as priority to ensure that the plan can be transformed to action plan effectively. In this study, the researcher also found that providing the obvious network infrastructure plan and implementation would influence further developments in ICT related activities such as IT security, business applications, increasing of Internet penetration rate as well as technology adoption in real sectors in the country.
In conclusion, the desirable strategy and plan should be taken by key stakeholders (as mentioned in this study) to meet with “Government Management”. It means that the government has to keep monitoring and evaluating it seriously. With this study, the researcher found that not only technological adoption, but also a result of compliance the prior plan and then release to achieve consistently is a major success of plan implementation. Previous research has indicated that school teachers and scholars at the Ministry of Education throughout 2012 Who had pursued Buddhist Dhamma in Their daily work lives found benefits in terms of work performance productivity and attitude from changes in such indicators as moral behavior (defined in terms of Buddhist precepts)and personal hygiene. To investigate whether this approach was employed which featured in-depth individuals and focus groups involving 54 individuals in the hospitals selected as the research sites at all levels of management, in addition to individuals at the operational level. this was supplemented by ethnographic observation of activities at three hospitals which was used to interrogate the interview data further and in some cases to verify it. The results indicate that executive management does attempt to infuse HRD and all aspects of corporate culture with Buddhist ideals and has gone some way towards considering which aspects of Dhamma are suitable for use in this way. This is manifested in a familial perhaps paternalistic management style that also owens a great deal to confucian ideals and is often to be found in Thai companies, particularly those that are family-owned. it is also manifested to physical representatons of Buddhist practice including meditation sessions and Dhamma lessons internally as well as spiritually-infuse corporate social responsibility initiatives externally. The authenticity and value of these practice is examined. Interestingly, with a good determination a transparency policy as well as a generous mind however the high income and reasonable profit it still the rational target of each business Otherwise the entrepreneurs or stakeholders could not survive in this contemporary business world. and if they can stand on their own feet and they can afford themselves then they can look forward to help their staff members and widely spread to community society and the country on their moral basis eventually. The finding reveals that ethics morality and business objectives can go together and they also support to each other. Franchise BusinessAbstract: In the era of globalization, business environment becomes highly dynamic with high risk and uncertainty. This pressure also forces organizations to act ever more quickly. Human resource development (HRD) has an important influence on the development of organization internal and external dynamic capabilities. Therefore the organizations should seek to identify what are their core competencies and the competitive advantages which are their keys to success.
This research explored insights of HRD characteristics, HR training and its practices of the franchise business in Thailand. The study aimed at analyzing how the franchise businesses in Thailand operate their people in a period of rapid technological changes, and strengthened competition. Both quantitative and qualitative techniques were used to collected data. The survey questionnaire, constructed on the basis of a solid literature review, was distributed to 300 employees who working in a franchise Coffee World Thailand and franchisees. 205 responses were obtained with reliability value of 0.977, calculated by Cronbrach’s Alpha, which is above the acceptable value of 0.70 (Zikmund, 2000) and analyzed data by utilizing various techniques of SPSS program. The questions related to HR training were grouped into three appropriate HR training aspects: job skills and career paths; self-awareness and competency and performance management. At the same time, by running data reduction Factor Analyzed followed by Varimax Rotation before utilizing regression tools to test the relationship between independent and dependent variables. Some sub-hypotheses were rejected due to the researcher created the questionnaires based on literature reviews and logical thinking.
Finding found that HRD characteristics and HR training had strong relationships with organizational development in coffee franchise business Thailand. In terms of HRD knowledge and skills was recognized as centered on employees and the processing of knowledge. Finally, the researcher explains the contribution to knowledge, research limitations, recommendations and future researches at the end of the thesis.
